Tennis shoes hanging over power lines?

What does it mean when you see a pair of sneakers tied together and draped over high wires, such as electrical, telephone or cable lines. I've seen and heard about them but have no idea what it signifies. Anyone?

the telephone lines on my block looks like a shoe store





it generally means a ghetto neighborhood, often in which there is a drug dealer nearby, or other shady figures (a la red-light district)

Reply:Yes I just found out last year, it is suppose to mean that the house they are by, is a good place to buy drugs. At least that is what the college students told me.
