Why do you see (particularly in the South) tennis shoes tied together and thrown over power lines?

I've seen this firsthand - the answers that I've heard have never satisfied me.

Why do you see (particularly in the South) tennis shoes tied together and thrown over power lines?
Bullies do it to the tennis players shoes. That, and in some schools, its a game with a possible sacrifice:losing your shoes.
Reply:This is a relatively new thing in the South. It carried over from the West Coast, due to wannabe gang members thinking it was cool. Where I live, shoes tossed over power lines are removed.
Reply:I'm from the South and I asked the same question. I went to a neighborhood where I saw thte shoes on the wires and my answer was, "You see them because that's how gang members mark their territory."
